Citations and Appeals Process
抖抈社区 Police Department staff routinely monitor parking areas on campus and on the streets that run through and adjacent to campus. Violation citations will be issued to vehicles that are not parked in accordance with the regulations. Citations may result in fines. Students may also be referred to the Community Standards process for excessive disregard of parking regulations.
Following are the violations for which one can be cited, along with the associated fines. Many of the violations are towable offenses. Those listed on the ticket:

Falsifying a permit (creating a 抖抈社区 permit for one's use on campus)
Obtaining, receiving and displaying improper permits

Upon any "new" attempt to circumvent the 抖抈社区 student parking regulations such as using a previously issued ticket, the University has the right to hold accountable the student(s) involved in a manner that is consistent with the current regulations. This is done by way of fines, vehicle impound and/or referral to Community Standards.
Individuals who receive their fifth ticket in an academic year are subject to having their vehicles towed for that and subsequent offenses. The impoundment of such vehicles will be done without prior warning, for the tickets themselves serve as proof of non-compliance and as official notification. The vehicles of frequent parking offenders usually will be impounded; however, a student can have fewer than four tickets and still have his/her vehicle towed. Examples of one-time parking violations that could result in vehicle impoundment are as follows: failure to properly display the current academic year's parking permit; parking in a handicap space; parking on a yellow curb; diagonal-lined area or fire lane; repeated short-term parking violations (10 minute parking, etc.) parking in a manner or area that would necessitate the immediate removal of the vehicle, etc.
Towing: When a vehicle has been towed for parking-related offenses, the 抖抈社区 Police Department has the authority to place a hold on the vehicle before it may be released to the owner. A towing fee will be charged and must be paid before the towing company releases the vehicle. Additional charges may be assessed by the towing company if extra equipment is necessary to complete the tow. There will be a daily storage fee assessed by the towing company for every day the vehicle remains on company property beyond the initial day. 抖抈社区 is not responsible for any damages caused by towing.
Vehicle Immobilization Device: A vehicle immobilization device, when placed on a vehicle's tire, prevents that vehicle from moving. Each time the device is placed on a vehicle's tire, an installation fee of $100 will be charged and must be paid to 抖抈社区. A storage fee of $25 per day will also be charged for every day the device remains on the vehicle beyond the initial day. The fees associated with the installation of the vehicle immobilization device are consistent with those established by area towing companies for their services. 抖抈社区 is not responsible for any damages caused by the installation or removal of this device.
If a Vehicle Immobilization Device is placed on your vehicle, you will need to pay the installation fee and bring the receipt to the 抖抈社区 Police Department. Once the receipt is presented, the next available Officer will remove the device. Any storage fees will be assessed on a daily basis and charged to your account the following business day. Devices will only be removed between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday. If another ticket is received after the device has been removed, your vehicle will be towed and impounded.
If the owner of the vehicle arrives at the scene while the vehicle is in the process of being impounded, it is the officer's decision whether or not the vehicle is released, even if the vehicle is released, the student will be responsible for paying for the initiation of impoundment. Completed Vehicle Impoundment: When the impoundment of a vehicle has been completed, the vehicle owner is responsible for any fees related to the impoundment. Students whose vehicles have been impounded should contact the 抖抈社区 Police Department to obtain information relative to the specifics of their situation.
Students are responsible for any violations of University parking regulations involving the vehicle(s) they own or have registered on campus.
Anyone who is issued a citation may pay the fine at the Payment Services Office in the Emison Admission Building, room 201. Parking fines will be billed to student's University accounts.
You may appeal a citation if you feel that you have received the citation in error or there are extenuating circumstances surrounding the violation of the parking regulations. Students please use the form from e-services to appeal a citation. Faculty/staff may appeal a citation by sending an email to parkappeal@depauw.edu with the ticket number and reason for appeal.
State Statute:
抖抈社区 Police Officers are charged with controlling traffic and parking on property owned by the institution, property under its control, and on the streets running through and adjacent to campus. State laws and University regulations are enforceable pursuant to Indiana Code 20-12-3.5-3.
City Council Resolution No. 1998-18:
A resolution authorizing the Board of Trustees of 抖抈社区 to regulate parking of vehicles under the custody or control of 抖抈社区 students:
WHEREAS, the parking of motor vehicles on the streets of the City of Greencastle in and around the campus of 抖抈社区 has become congested, and residents of the City of Greencastle residing on those streets are often unable to park near their residences; and,
WHEREAS, the City of Greencastle and 抖抈社区 are desirous of working together to address this congested parking situation; and,
WHEREAS, the City of Greencastle is desirous of further authorizing 抖抈社区 to enforce student parking regulations to the maximum extent allowable by law, so as to relieve the congested parking situation currently existing on the streets of the City of Greencastle in and around the campus of 抖抈社区;
NOW, THEREFORE, be it resolved by the Common Council of the City of Greencastle, Indiana that:
Section 1. The Board of Trustees of 抖抈社区 is hereby authorized to regulate the parking of vehicles under the custody or control of students of 抖抈社区 on the streets of the City of Greencastle, Indiana, in the designated area bordered by Walnut Street on the north, Bloomington Street on the east, Berry Street on the south and Jackson Street on the west, pursuant to Indiana Code 20-12-3.5-3.
Section 2. The resolution shall have the full force and effect of law upon passage and execution.
Common Council of the City of Greencastle

Any student having a vehicle in Greencastle is required to obtain and properly display a parking permit for their vehicle. Additionally, all students are required to understand and abide by the 抖抈社区 student parking regulations. Beginning with the 1998-99 academic year, the University administration has charged the 抖抈社区 Police Department with enforcing the permit requirement on University property as well as parking along city streets.
